The Alliance holds the position that society is best served by an efficient and well-funded multi-modal transportation system that addresses the mobilty needs of all Californians. We support a wide range of public investment, including investment in bus, rail and other public modes.

However, the Alliance believes that Californians, in personal travel and in business, will continue to choose the freedom, flexibility and safety of driving over other means of travel in overwhelming numbers. Roads and highways will remain the backbone of our transportation network.

Since our road and highway system receives by far the most use and is by far most critical to the growth of our economy, our mobility as inidividuals and our security as a state and nation, it should should receive funding priority over other modes, not only for maintenance but for the expansion necessary to meet our state's growing demand for more capacity. Road and highway investment has been proven to reduce congestion growth, decrease pollution, save time and protect lives.
